To motivate program participants to work toward self-sufficiency and to improve their quality of life while assisting them to meet their basic needs.

Guiding Principles

We acknowledge each person's dignity and work for mutual respect and trust for one another.
We encourage empowerment of each program participant.
We work to build a community at Safe Harbor which prepares each individual for access to, and participation in, the larger community.
